Tainan City promotes solid recovered fuel (SRF) material resource recycling project in 2023

Absrtact
The Environmental Protection Bureau of the Tainan City Government (hereinafter referred to as the Bureau and the Environmental Protection Bureau) promotes the "Tainan City promotes solid recovered fuel (SRF) material resource recycling project in 2023". This project aims to obtain baseline information on manufacturers with SRF processes within Tainan City's jurisdiction, as well as their production capacity, technology, costs, and past product flows. Establish relevant verification systems and quality management processes. At the same time, a matching platform will be established so that the user or production end can grasp the quantity, technology, cost of solid renewable fuel (SRF) production raw materials and user technology, cost, demand and other baseline data on the platform to reduce waste Energy that turns matter into fuel. The goals of this project include "mastering baseline data on the production and use of solid renewable fuel (SRF)", "establishing a solid renewable fuel (SRF) verification system" and "building a solid renewable fuel (SRF) matching platform", etc. Based on the SRF baseline results of this project survey in Tainan City, there is still a large amount of combustible waste within the jurisdiction (95,206 tons/year, accounting for 80.6% of the total) that can be used as solid renewable fuel (SRF). The production capacity of manufacturing plants in Tainan City is still low at this stage. The current manufacturing plants only include Longshun Green Energy Company, which uses waste plastic and waste fiber as raw materials, Weijie Company, which uses waste plastic as raw materials, and waste wood as raw materials. Tongyang Industrial Co., Ltd. The factory used is only Taiwan Automotive Electric Co., Ltd.'s Guantian Plant. Therefore, most SRFs in Tainan City are shipped from other counties and cities. According to the testing under this program, the quality of existing manufacturers in Tainan City generally meets the standards, and a few batches of samples have exceeded the standards. The results of audits and inspections show that there are only occasional exceptions where upstream and downstream manufacturers receive inconsistent amounts. Currently, SRF users express doubts about the chlorine content of 3% specified in the specification. Most boiler plants have much stricter acceptance standards for chlorine content. Therefore, it is recommended that your bureau and the Ministry of Environment should gradually tighten the chlorine content in SRF quality specifications in stages. The only factory using SRF in Tainan City is Taiwan Automotive Electric Co., Ltd.'s Guantian Plant. In the future, it is recommended that boiler manufacturers within the jurisdiction understand the SRF exhibition system and product specification requirements, thereby increasing the willingness of users. There are currently few SRF quality testing units to choose from, and it is recommended that SRF testing units should be widely established. Finally, it is recommended that the licensing of SRF manufacturing plants should be tightened, and the supervisory role should be used to strictly control the material import and export volume and product quality of the approved manufacturing plants. To enhance users’ confidence in SRF products. For the users of SRF products, it is not recommended to install new dedicated SRF boilers at this stage. Old boilers should be mainly functionally upgraded and renovated to avoid increasing carbon emissions and violating the current national carbon reduction goals.
